Instead of limiting the marketplace to a fixed list, the front end accepts any city name. This means small towns, suburbs and major metros can all have mover listings.
Why this works for all cities: movers type their city when posting, and customers type the city they want when searching. Your backend can later validate/autocomplete against a U.S. city database.
